In order to ensure the development of "quantity" in the development of my country's solar energy industry, to achieve "quality" breakthroughs, so that my country's solar energy industry becomes the world's first in the true sense. In response to the current problems in the development of China's solar energy industry, the plan proposes that during the "Tenth Five-Year Plan" period, the state will focus on adopting 8 measures to guide the development of the solar energy industry:

1. Research and formulate macro guidance policies to encourage the development of the solar energy industry, and actively promote the development of the solar energy market And industrialization construction;

2. Speed up the construction of standard system, testing and certification system, rectify and regulate the solar water heater market;

3. Break local protection and market blockade, and create a fair competitive market environment for enterprises;

4. Focus on common and key technical issues To speed up technological development and promote the establishment of a technological innovation system with enterprises as the main body;

5. In accordance with the requirements of the modern enterprise system, guide enterprises in the industry to implement union, reorganization and cooperation, optimize resource allocation, and support the development of several internationally competitive backbones Enterprises, forming well-known enterprises and well-known brands in the industry;

6. Combining international cooperation projects, select three key cities across the country as pilot projects, and organize the implementation of solar water heaters and building integration demonstration projects;

7. On this basis, cooperate with the Ministry of Construction, The National Standardization Management Committee formulates a new generation of national standards and design specifications for solar water heater roof components that are integrated with buildings, and strives to develop forward-looking, European-standard and international products, and prepare for large-scale export;

8. Strengthen international cooperation and jointly promote the rapid development of China's solar energy industry.

The United Nations Foundation will provide 1.8324 million US dollars in bonus support for this project, and the domestic matching funds will be 9.6 million US dollars.
